Who We Work With

In conducting ASEAN's external relations, the ASEAN foreign Ministers Meeting may confer on an external party the formal status of dialogue partner, Sectorial dialogue partner, Development partner, Special observer, Guest or other status.

External Partners

In conducting ASEAN’s external relations, the ASEAN Foreign Ministers Meeting may confer a formal status of dialogue partner, sectorial dialogue partner, development partner, special observer, guest or other status upon an external party.

ASEAN Entities

ASEAN may engage with entities which support the ASEAN Charter, upon the recommendation of the Secretary-General of ASEAN, following the rules of procedure and criteria for engagement prescribed by the CPR. Entities Associated with ASEAN comprises parliamentarians and judiciary, business organisations, think tanks and academic institutions, civil society organisations, and other stakeholders.

Sectoral Ministerial Bodies

Each ASEAN Sectoral Ministerial body may have under its purview the relevant senior officials and subsidiary bodies to undertake its functions as contained in Annex 1. The Annex may be updated by the Secretary-General of ASEAN upon the recommendation of the Committee of Permanent Representatives without recourse to the provision on Amendments under this charter.

Centres and Facilities

Numbers of ASEAN regional centres were established in the region to promote specific programmes and co-operation projects among ASEAN Member States, they also provide support in research, training, information exchange, project implementation, etc.

Human Rights Body

In accordance with Article 14 of ASEAN Charter, The ASEAN Intergovernmental Commission on Human Rights (AICHR) was inaugurated by the ASEAN Leaders on 23 October 2009 at the 15th ASEAN Summit in Cha-Am Hua Hin, Thailand to promote and protect human rights and fundamental freedoms in ASEAN.

Non-ASEAN Member States Ambassadors to ASEAN (NAAAs)

In accordance with Article 46 of the ASEAN Charter, non-ASEAN Member States and relevant intergovernmental organisations may appoint and accredit Ambassadors to ASEAN. 

ASEAN Committees in Third Countries and International Organisations

ASEAN Committees in Third Countries and International Organisations In accordance with Article 43 of the ASEAN Charter, the ACTCs and committees in International Organisations are established to promote ASEAN’s interests and identity in the concerned host countries and/or international organisations.

International/Regional Organisation

In accordance with Article 44 (2) and Article 45 of the ASEAN Charter, ASEAN reaffirms the importance of multilateralism and underscores the significance of its partnerships with other external partners such as International and Regional Organisations (IOs/ROs), to address global concerns, pursue shared goals and complementary initiatives, and promote sustainable development for the benefit of the people.
